Norway - Overview information

This information of Norway includes the general state of the adoption of the Directive 2002/91/EC till now. It includes overview information for each article regarding the degree of implementation of the buildings’ Directive 2002/91/EC.

1.Articles 3 and 4: Adaptation of a methodology and energy performance requirements

· Regulation will be set at national levels

· Will cover all building types where heating is required

· Asset method will be used

· Implementation was scheduled for Jan. 2006, but due to change of the procedures is still uncertainty about the practical implementation

2.Article 5: New Buildings

· 13 building categories with different requirement levels

· Compliance will be after construction

· Requirement will be net energy demand combined with U-values

· Planned constraints are insulation levels, net energy demand and efficiency of components

· The role of renewables will most probably be covered by documentation on alternative heating considerations

3.Article 6: Existing Buildings

· No information available

4.Article 7: Energy certificate

· Will be covered by national regulation

· All heated buildings over 50 m2, but with many exceptions as defined in Article 4

· Energy type covered will most probably net energy type, but certificate to contain information/assessment by energy supplier

· Building to be certified after completion

· Quality and compliance check not decided

· Law to be implemented in 2006 but may have a long transition period

5.Article 8: Inspection of boilers

· Inspection of boilers >100 kW, boilers below 100 kW to be subject of information, advice etc. (Opt. B). A decision has not yet been taken

· Inspections every 2 years for oil boilers, 4 years for gas boilers

o Data to be submitted to an EPBD database covering all relevant buildings

· Description of the One-off inspection scheme: Partly based on separate forms.

· Basis for the methodology: The owners’ documentation, data gathered by inspection and calculation of efficiency.

o Will use of most of CEN standard (WI_060y

· The owner has to pay

o Inspection expected to last 5-10 hours, depending on size and complexity

· Status of the procedures:

o Approval: Law proposal to be presented

o Start Early 2007

6.Article 9: Inspection of AC systems

· Inspection of air conditioners and ventilation systems

· Frequency of inspection: 5 proposed

· Basis for the methodology: Proposed European standards

· Will use of most of CEN standard (WI_060y

· The owner has to pay

o Inspection expected to last 5-10 hours, depending on size and complexity

· Status of the procedures:

o Approval: Law proposal to be presented

o Start Early 2007

7.Article 10: Independent experts

· Certification and inspection schemes to be defined

o Expected date of start of the first training: Autumn 2006
