The implementation of the EPBD varies in the different Belgium regions.

1.Brussels region. Article 3 - procedures

Procedures: regional

Covered building types: new buildings (residential, offices, schools)

Assessment method: asset rating

Published as standard: will be published in law (ordinance)

Use of CEN standards: pragmatic use, possible integration at later term

2.Brussels region. Article 5 - Requirements for new buildings

Regulation: regional (same for residential and non residential)

Moment of compliance checking or reporting: after works

Type of requirements: U-value + average insulation level + EP level + possibly extra performance requirements for some kind of equipment

Role of renewables: to be included in the feasibility study as per article5

3.Brussels region. Article 7 - Certification New Buildings

Regulation: regional

Building types: dwellings, offices, public buildings, schools

Moment for according certificate: after completion

Quality check of the input data: included

Compliance checking includes: total performance, insulation, etc...

4.Flanders region. Article 3 - procedures

Procedures: regional

Covered building types: new buildings, residential, offices, schools

Assessment method: asset rating (except public buildings: operational)

Published as standard: published as an attachment of an order

Use of CEN standards: pragmatic use, further integration at later term

5.Flanders region. Article 5 - Requirements for new buildings

Regulation: regional. Same Energy Performance level for dwellings, offices and schools but different calculation methods

Moment of compliance checking or reporting: after works

Type of requirements: U-value + average insulation level + EP level + ventilation

Role of renewables: integrated in the calculation method

Regulation: regional

Building types: dwellings, offices and schools

Energy types: primary energy

Moment for according certificate: after completion

Quality check of the input data: sent to a governmental database for random check

Compliance checking includes: all requirements

Procedures: regional

Covered building types: new buildings residential, public, existing stock

Assessment method: asset, benchmark, operational

Published as standard: no (ordinance)

Use of CEN standards: integration at later term

Regulation: regional, same for residential and non residential

Moment of compliance checking or reporting: 2 levels, before and after works

Type of requirements: U-value + average insulation level + EP level + ventilation
