Cyprus - Overview information

It contains the available information for Cyprus, regarding the current status of implementation of Directive 2002/91/EC in buildings. It includes overview information for each article.

1.Article 3: Adoption of a methodology

Energy Performance Building Regulation (EPBR) is under preparation in Cyprus
At the present moment only a draft of law exists which determines the general context of the regulation and not the calculation procedures
– EPBR uses CEN standards
– Concerns both new and existing buildings
– EPBR is applied in national level
– The assessment method is based on asset rating

2.Article 3: Building Types NOT Covered

– EPBR in Cyprus concerns all the types of buildings except the following categories:

- Buildings and monuments officially protected as part of a designated environment or because of their special architectural or historic merit, where compliance with the requirements would unacceptably alter their character or appearance

- Buildings used as places of worship and for religious activities

- Temporary buildings with a planned time of use of two years or less

- Industrial sites and workshops where a production process takes place

- Non-residential agricultural buildings with low energy demand and non-residential agricultural buildings which are in use by a sector covered by a national sectoral agreement on energy performance

- Stand-alone buildings with a total useful floor area of less than 50 m2.

3.Article 5: New buildings

– EPBR in Cyprus concerns both residential and non-residential buildings
– The compliance check with the regulation is performed before the construction begins, when the permission to construct the building is requested by the responsible public authority

– The requirements for new buildings are based on the energy performance levels according to the energy consumption of the building
– Additionally the requirements concern the U-values of the building elements (walls, glazings, etc.)

4.Article 7: Energy performance certificate

– The certificate approach of the EPBR is implemented in national level
– The maximum validity of the certificate is 10 years
– The applicability of the certification concerns all buildings except the exceptions presented in Article 3
– The certificate is produced before the construction works and a sampling inspection after completion

– The quality check of the input data is included in the EPBR
– The compliance check is based on the total energy performance

5.Article 8: Inspection of boilers

– Maintenance and inspection of boilers with an effective rated output between 20 and 100 kW should be performed periodically
– For boilers having effective rated output higher than 100 kW:

- Maintenance should be performed periodically

- Inspection should be performed every 2 years

- In the case of gas boilers the inspection should be realized every 4 years

– For boilers having effective rated output higher than 20 kW with an age greater than 15 years only one inspection of the whole installation is required

– During the inspection of boilers the following topics are considered:

- Examination of the boiler’s efficiency

- Examination of the effective rated output in relation to the energy requirements of the building

-The inspector consults the users, if required, about the replacement of the boiler, necessary modifications of the heating system or any other alternative solution

6.Article 9: Inspection of air-conditioning systems

– Maintenance and inspection of air conditioning systems with an effective rated output greater than 12 kW should be performed periodically
– During the inspection of air conditioning systems the following topics are considered:

- Examination of the system’s efficiency

- Examination of the effective rated output in relation to the energy requirements of the building
- The inspector consults the users, if required, about the replacement of the system, necessary improvements of the cooling system or any other alternative solution

7.Article 10: Independent experts

– As far as concerns the certification processes, the exact definition of the independent experts is not yet finalized
– For the inspection processes the experts involved on the inspection of boilers and air conditioning systems should have a specific certification according to the regulation that concerns the security of the electromechanical installations
