Sweden - Overview information

1.Articles 3 and 4: Adaptation of a methodology and energy performance requirements

· Act on "energy and indoor environment certification of buildings" to be in force by 1 Oct. 06. The Government decided on February 9th to refer the proposed law to the Council on Legislation (Lagrådet), which will verify that it does not conflict with existing legislation. After approval from the Council, the Government Bill will be presented to the Parliament, and approval to become an Act is expected to be given during the summer. Complementary directions and regulations will define the rules regarding the content of the declaration as well as the requirements for the energy experts. The Act is expected to enter into force by 1 October 2006.

· ENORM – A theoretical calculation method, which is the most common energy performance calculation tool, currently being used on the total building stock in Sweden. It is used in the verification of energy performance of a building with respect to the standards stated according to the Swedish Building Regulations (BBR) calculated for each day of the year. It is a steady-state program originally designed for use only in single-family homes.

2.Article 5 and 6: New and Existing buildings

· The Swedish Building Regulations (BBR) lists the mandatory provisions and general recommendations in accordance to regulations of the Swedish Board of Housing, Building and Planning. It is legally binding and similarly found in the Code of Statutes of Boverket. The BBR contains building and design regulations for new buildings as well as for retrofits to existing buildings, for all aspects in buildings. It applies to both the residential and the commercial building stock in Sweden.

· The direct application of CEN standards are not made mandatory.

3.Article 7: Energy certificate

4.Article 8: Inspection of boilers

· Main purpose of the advice scheme: Efficiency measures and/or convert boilers from fuel-oil to RES (or heat-pump). Convert 75% of fuel-oil boilers in 5 years.

· Description of the National programme:

o Develop training material.

o Organise local training courses.

§ Existing networks are multipliers. 90% of target to be reached within 3 years.

· Human resources: Based on: Regional energy agencies (13); Municipal energy advisors (290); Chimney sweepers; Professional organisations; Certified energy inspectors.

· Monitoring: every 2nd year using existing database.

· Final ex-post evaluation after five years.

· Procedure to be agreed later in 2006.

5.Article 9: Inspection of AC systems

· AC systems as a whole inspected as part of certification.

o Chillers mostly covered by existing schemes.

o Distribution systems have the largest efficiency potential.

· Whole AC system: with certification every 10 years.

· Chillers: refrigerant leakage inspection annually under existing scheme (for >3kg Ozone hazardous refr.).

· Methodology use part of CEN standard (WI_06) in parts.

· No additional costs since part of certification process.

· Status of the procedures:

o Approval: Act expected late /2006.

o When shall inspections start?: According to Govt bill: required from 01/2009.

6.Article 10: Independent experts

· 1000 experts required.

· Status of the procedures:

o Approval: 2006. Further details in subsequent “directions” and “regulations”.

o Expected date of start of the first training: Training not mandatory. First training not decided.
